If the effectiveness of coercion relies on both the power to impose costs and the credibility of the threat, and if same is weakened by vulnerabilities in digital and networked weapons systems, then, of course, we would seem to need to (a) shore up said vulnerabilities (b) to such systems.
However, if a nation, for example, the United States, no longer believes that it is in it’s best interests to do coercion in certain instances — and has chosen to come to some kind of agreement with and/or some kind of accommodation of certain of its competitors/opponents/enemies instead — then is it likely that such a nation might “signal” same; this, for example, by deprioritizing and/or foregoing such shoring up processes — as relates to this/these such certain competitors/opponents/enemies?
From this such “to come to some kind of an agreement with and/or some kind of accommodation of certain of its competitors/opponents/enemies” perspective, thus, to see President Trump’s recent decision to no longer characterize Russia as a cybersecurity threat? (And, thus, in this very different manner, to, potentially, positively influence the behavior of this such competitor/opponent/enemy?)
